MINUTES OF THE BOARD OF TRUSTEES OF THE PUBLIC LIBRARY
OF THE TOWNSHIP OF NEPTUNE
REORGANIZATION MEETING
JANUARY 16, 2008
CALL TO ORDER/ROLL CALL
Luke Tirrell called the meeting to order at 5:00 pm. The following were in attendance: Joe Krimko – Laura Granelli – Mike Palermo – Jim Manning – Luke Tirrell – Teretha Jones
ELECTION OF OFFICERS
A discussion was held on the election of officers. Joe Krimko made the motion to re-elect the existing slate with the exception of treasurer. Laura Granelli accepted the position of treasurer after being nominated by Mike Palermo.
All motions were seconded by Mike Palermo. Motion carried.
APPROVAL OF MINUTES
Motion was made by Teretha Jones to accept the minutes of the December 12, 2007 meeting. Seconded by Joe Krimko. Motion carried.
MEET THE STAFF
The staff “star of the month” is Hoa Tran. Hoa is a part-time employee and has just become a U.S. Citizen.
TREASURER’S REPORT
The report was read by Mike Palermo. The township has a new purchase order system. We will now be able to run our own reports. A budget hearing has been scheduled for Friday, January 18th.
Resolution# R3-08: Tuition for John Bonney for $500. Motion by Mike Palermo to accept the resolution. Seconded by Joe Krimko. Motion carried.
Motion was made by Joe Krimko and seconded by Jim Manning to accept the treasurer’s report and pay the bills. Motion carried.
APPROVE MEETING SCHEDULE FOR 2008
Board meetings will continue to be held on the second Wednesday of each month with the exception of September and October. Those two months, the meeting will be on the third Wednesday. The time has been pushed back to 5:00pm. To be in compliance with the Open Meeting Law , the library will remain open until 6:00 on meeting days. On those days, a library staff member will work a 10:00 to 6:00 shift. Motion to approve the meeting schedule for 2008 was made by Mike Palermo and seconded by Jim Manning. Motion carried.
COMMITTEE ASSIGNMENTS
The following committees were formed:
Personnel: Luke Tirrell as chair, Mike Palermo and Jim Manning
Budget: Laura Granelli as chair and Mike Palermo
Building: Joe Krimko as chair and Teretha Jones
Policies: Teretha Jones as chair and Laura Granelli
Outreach/Public Relations: Luke Tirrell as chair
Motion was made by Mike Palermo and seconded by Joe Krimko to accept the committee assignments. Motion carried.
APPOINT RECORDING SECRETARY FOR 2008
Deborah Mayhue was appointed recording secretary for 2008. Motion was made by Mike Palermo and seconded by Joe Krimko. Motion carried.
DESIGNATION OF NEWSPAPERS
Joe Krimko made the motion that the Coaster and the Asbury Park Press will be the newspapers of choice for posting legal ads and notices. Mike Palermo seconded the motion. Motion carried.
DESIGNATE CONTRACTORS AND BOOK JOBBERS AND COMPUTER CONSULTING FIRM FOR 2008
A motion was made by Joe Krimko to accept the vendors listed per resolution #R108. Laura Granelli seconded. Motion carried.
COMMITTEE REPORTS
PERSONNEL
Resolution #R4-08: To promote John Bonney to library intern at an annual salary of $38,000, effective January 16, 2008. Motion to accept made by Mike Palermo and seconded by Joe Krimko. Motion carried.
Resolution #R5-08: To promote Krista Horan to system administrator at an annual salary of $56,000 effective January 16, 2008. Motion to accept made by Mike Palermo and seconded by Jim Manning. Motion carried.
Resolution #R2-08: To accept Shore Systems Inc. as the computer consultant firm for 2008 because of availability, quality and proprietary knowledge of our automation system. Motion to accept made by Mike Palermo and seconded by Teretha Jones.
OLD BUSINESS
The updated personnel manual will be finalized around March-April. A discussion was held on bereavement leave. This issue will be clarified in the manual.
NEW BUSINESS
Marian has sent photographs of the printing press to the Jersey Shore Art Center in hopes that they will be able to find a home for it. The library will pay to have the machine moved, which will amount to $1000.A discussion was held and it was suggestion to keep the machine within the township for historical value. Marian will look into this matter and get back to the Board.
Francis Asbury Manor has asked for help doing book clubs and library services. John Bonney will be helping them with this project and also working with Manor By the Sea Nursing Home to provide library services as part of outreach.
Joe Krimko has been appointed to the board of the New Jersey State Library Association. He attended the first meeting and gave the Board a brief summary on that meeting.

Motion to adjourn was made by Joe Krimko and seconded by Jim Manning. Motion carried.
