MINUTES OF THE BOARD OF TRUSTEES OF THE PUBLIC LIBRARY OF THE TOWNSHIP OF NEPTUNE

JANUARY 14, 2009

CALL TO ORDER/ROLL CALL

The meeting was called to order by Luke Tirrell at 5:00pm.  The following were in attendance: Luke Tirrell – Kevin McMillan – Joe Krimko – Teretha Jones – Claudia Mooij – Mike Palermo – Laura Granelli

The new Board members were greeted and welcomed.

APPROVAL OF MINUTES

A motion was made by Teretha Jones and seconded by Joe Krimko to accept the minutes of the December 10^th meeting.  Motion carried.

ELECTION OF OFFICERS

A discussion was held on the officer positions for the benefit of our new members.  Luke Tirrell was re-elected as president by Mike Palermo. Seconded by Laura Granelli.  Joe Krimko was re-elected as vice president/secretary by Mike Palermo. Seconded by Laura Granelli.  Mike Palermo was re-elected as treasurer by Joe Krimko.  Seconded by Laura Granelli.  Deborah Mayhue was re-elected as recording secretary by Teretha Jones. Seconded by Joe Krimko. All motions were carried.  

COMMITTEE  ASSIGNMENTS

The following  committee compositions  for 2009  were formed.

Personnel: Luke Tirrell as chair, Teretha Jones and Mike Palermo

Budget: Mike Palermo as chair, Claudia Mooij and Laura Granelli

Building: Joe Krimko as chair and Kevin McMillan

Policy: Teretha Jones as chair, Claudia Mooij and Laura Granelli

Outreach: Luke Tirrell as chair and Kevin McMillan

Motion to accept the compositions was made by Mike Palermo and seconded by Joe Krimko.  Motion carried.

TREASURER’S REPORT

The report was read by Mike Palermo. A discussion was held on the meeting Marian had with the township CFO and treasurer.  A bill list will be presented to the Board each month instead of writing a check for the quarterly amount.

-----check for $10.00 to Midland Park Memorial Library for a lost ILL book

-----check to the township for $406.72 (January 12^th bill list)

-----authorize the expenditure of $6750 for new server.

A budget hearing has been scheduled for Friday, January 23, 2009.  Kevin and Mike will attend this hearing with Marian. 

Marian has written a letter to the mayor concerning library funding. The New Jersey League of Municipalities passed a resolution at its 2008 annual conference to reduce the funding level for municipal public libraries to 1/3 mil.

The letter to the mayor is in protest of this action. 

Krista  gave the Board a computer update. A new server is needed.

Motion was made by Teretha Jones to authorize all checks.   Mike Palermo seconded.  Motion carried.

Motion was made by Teretha Jones to approve the protest statement toward the League of Municipalities.  Mike Palermo seconded. Motion carried.

Motion was made by Teretha Jones to authorize Shore Systems to begin the server upgrade process.   Mike Palermo seconded.  Motion carried.

OLD BUSINESS

The Board members were reminded of the Trustee Institute seminar on May 9^th.  

NEW BUSINESS

Resolution #R4-09:  Re-classifying Laura Hanf as a permanent part-time assistant effective immediately.  Motion was made by Teretha Jones.  Joe Krimko seconded.  Motion carried.

Mike Palermo made the motion to accept the contract vendors listed per Resolution #R2-09.  Laura Granelli seconded.   Motion carried.

Resolution #R3-09: To accept Shore Systems Inc. as the library computer consultant for 2009.  Motion to accept was made by Teretha Jones and seconded by Mike Palermo.   Motion carried.

A discussion was held on the meeting dates for 2009.  The meetings will continue to be the second Wednesday of each month at 5:00pm with the exception of November; that meeting will be on the 4^th. 

A discussion was held on the Circulation policy and the New Proofs of Residency policy.  The policies were tabled so that the Policy committee could reach a determination. 

Marian stated that she is very happy with this Board.  She feels totally supported and wants the Board to know how much she appreciates them.

ADJOURNMENT

Motion to adjourn was made by Joe Krimko. Mike Palermo seconded.  Motion carried.
